The facilities are operated by a Director, two Captains and 80 detention staff. In addition, there are approximately 100 community volunteers that provide education, counseling, library and religious services. Food service, vending, detainee phones, and health care are contracted services.
A mental health team manages detainees presenting with mental health illness or emotional distress. The Rochester Public School System provides teachers through a grant to offer classes in Adult Basic Education, GED, and English As a Second Language. The ADC offers educational, recreational and religious programming for detainees.
The ADC also houses detainees for the U.S. Marshals Service, the Federal Bureau of Prisons, and other county and state organizations.
